Steps to reproduce the issue

  1. Activate Jetpack but deactive Suscriptions module
  2. View front page source code and notice jetpack-email-subscribe.css is there in the head

What I expected

The file to be included only when Subscription module is active.Preferably only when a subscribe widget is present...

Or does this stylesheet serve some other purpose beside the subscription form?
