chore: noir sync

Needed a bit of a graft here:

• Looked at current commit on noir/.gitrepo, it pointed to 'just nargo compile' commit, fixed that to actual commit in aztec-packages branch of noir (change commit in .gitrepo)
• Fixed parent commit to be the commit before ours as otherwise it'd still get snagged by the old commit (change parent to current tip in .gitrepo)
• did git subrepo noir pull and fixed merge conflicts per instructions
• this PR resulted
• then fixup by Alvaro: chore: add unimplemented to new bb functions in brillig
