When useCloudControllerManager is set to true, the in-tree volumes plugins for AzureDisk and AzureFile won't work any more. CSI drivers should be deployed, refer

It's not related, when ccm is enabled, we should install csi drivers by default.

yea, no hard dependency, but both are required for ccm.
