Reason for Change:
the 1.5 release train (current master branch) is released to AKS with k8s version 1.28, and should be tested on 1.28.

without this version flag, we will currently get an AKS cluster with k8s 1.27, and we used to get 1.26. this should have been set explicitly as soon as we started making release trains to align with the k8s versions.
