Optimized win64

This is faster than the non-optimized miner on Windows.
Although according to early reports it still seems slower than the optimized miner on Linux.

cpuminer-balloon-win64.7z is compiled in cygwin using mingw.

cpuminer-vs2015.7z is compiled in visual studio 2017 community edition in 2015 mode.
