We dont have a chain. ...Well.. We dont know yet what solutions to scalability we might will have. Most likely we will use Ethereum.

Ethereum access to results of votes is probably prefered, which probably means that there would be code that can prove to Ethereum contracts that the result was this or that. Contracts themselves might not be able to tell this, as they cannot access data that is not already on Ethereum. (Dont worry if you dont understand this.. it is a bit hard to explain.)
