2 minor issue found - 1) jars aren't copied in when we j2eeify 2) need to add some comments to the web.xml template. Andy's looking at 1 i'll add 2.

Jars are now copied in - change in e79d7cf

Tested the command running of brjs server with newly created apps - also ensure 'built-apps' work with and without web-inf (running on tomcat)

Changes above now in and working

Done
