Add pop-up help when tabs receive keyboard focus

When a tab receives focus via keyboard, display an alert with instructions for navigating with keyboard (additional instructions are available within help tab, but users who are unaccustomed to using arrow keys to navigate through tabs may find it difficult to access the Help tab).

Set cookie when this help is displayed, and only display it once per session (or maybe only once ever).
