Funky spots in videos

There may be a few spots within the video files where in certain browsers the coloring is distorted if the video is paused. I haven't been able to figure out the root cause, but here's what I know:

• This only seems to happen in Windows browsers, not Mac OS X or iOS.
• It has been observed in Firefox and Chrome in Windows, but not IE11 or Edge.
• It happens independently of the Online Readiness application, using the browser's native HTML video player with no captions or other synchronized text, so it's definitely an issue with the MP4 video file itself, not the player.
• Re-encoding from scratch (using Camtasia 2) does not correct the problem.
• A careful, frame-by-frame study of the raw source materials on the timeline within Camtasia reveals nothing unusual at all, at least not visibly.

I haven't replaced the raw source materials at the affected spots within the Camtasia file - that's something to try in the future. Meanwhile, a solution seems to be: Avoid pausing the video at bad locations. If chapters or metadata tracks are pausing the video at bad spots, I can typically change the target times by a second in either direction without adversely affecting the flow of the content.
