Mass update to code to generate 2023 TIGER shapefiles where available. Data files will be updated in separate commit.
Adds 2023 shapefiles. Still relies on 2010 blocks for LEHD data. Changed "sf1" to "pl" for census data due to compatibility issue.
Due to an issue with congressional district files and tidycensus, makes manual updates to CD data for CMAP region. Code should be reverted when tidycensus is updated.

Add new links and adjust code to reflect new structure (JSON downloads rather than ZIP archives).

Updates shapefiles with newest versions of TIGER/Line. This includes a manual update for congressional districts due to an apparent glitch in the
tidycensuscode for the latest Congressional districts (I don't think it's been updated to reflect the 118th Congress even though TIGER now (finally) has those available).
