Development fund address changed from multisig to single address so funds can be spent easily, the multisig address requires a signed transaction on every 0.5 CRDS that was to be spent.
Dev fund reward changed to 1 CRDS per block from block 550,000 to block 625,000 then reverts back to 0.5 CRDS per block until block 1,375,000
