Issue summary

Validate transitions with the following checks (in this order):

Checking for existence in the breadcrumb tree (we've already seen it)
Checking for consensus errors
Verifying the included SNARK

Also:

signatures (waiting on Add Verifiable trait and implementations #231)
snark proofs
structure of block
