This also changes the directory in which the README.md file is placed after installation, which works out way better for
encoding is always assumed to be utf-8 in the modern standard, so the line is no longer needed. It was giving me warnings when packaging.
The while loop caused some errors. This is a better solution.

This makes users able to build debian packages. It is still missing a couple of things, like manpages, but it does work. Note that it also changes the configure.ac file.
