What current issue(s) from Trello/Github does this address?
UI Touch ups

What problem does this PR solve?
Token balance touch ups:

Add a tooltip displaying the full balance of the token balance.
Correct the height issue with the table cell. (one was 28px, the other 29px)
Center the token symbol.

Coverage decreased (-0.06%) to 40.574% when pulling ffc2862 on token-balance-ui-fixes into 2028215 on dev.
