This milestone encapsulates our efforts to both provide comprehensive developer documentation on our projects and setup, as well as setting standards to follow and use as a constant living reference.

This include the following:

• General documentation will be available at both https://dev.civmc.net/, and this site hosted locally with docker
• Individual projects within the monorepo will have README files updated as appropriate
• Source code documented where appropriate
• Style rules set and enforced automatically
