1. Bump minimatch and gulp in /identity-provider …

   Bumps [minimatch](https://github.com/isaacs/minimatch) to 3.1.2 and updates ancestor dependency [gulp](https://github.com/gulpjs/gulp). These dependencies need to be updated together.
