Sublimation

Purpose

Implement a simple model for soil sublimation, documented in the Clima design doc.

To-do

• address Delta z storage (future PR - see Reduce allocations and storage of z/Delta z #616)
• address linear interp vs top center to surf (future PR - see Reduce allocations and resolution dependence in how we get surface values from a center field #615)
