Don't infer floats in exponential notation by default. Add a setting input_format_try_infer_exponent_floats that will restore previous behaviour (disabled by default). Closes #59476

@Avogar Is this fix released? I use the 24.1.5.6 version of click house and I still face the same issue (#59476)
