feat(triggers): bernard rust edition

The Rust Edition of Bernard will officially replace the current Bernard trigger once the following goals are met:

• The Rust Edition of Bernard is officially available for download.
• The README has been updated to reflect the Bernard (Rust Edition) project page.
• Inclusion and exclusion filters are in place.

Bernard (Rust Edition) is available to test through A-Train.

You must be running the cloudb0x/autoscan:bernard-rs Docker image during the testing period, together with ghcr.io/m-rots/a-train:latest.
