There is no way to specify keywords for categories of forums.

Does anything still use them? As far as I'm concerned, search engines ignore meta keywords. What else uses them?

Most SEO experts claim that they are still needed. In addition, there are other search engines besides Google and Yandex, which use keywords to rank websites in SERP. So I think that will not be superfluous to specify them for categories forums. It would be even better to add keywords for topics on the forums (or even be that only the administrator can specify them).

You can locate these SEO options in Administration / Structure / [category] / Config
