As Dilithium is a community and user driven project, the vision will change over time. However, here are some core Ideas and Aims by @CryptoKass:
Sorry, this is not an ICO, and never will be. Our aim with this blockchain project is to develop good technology (which others can learn from.)

The blockchain should be dynamic and be able to respond to changes in cryptographic standards, and blockchain consensus protocols. Flexibility should not sacrifice network security. (Via Axiom model)
- Blockchain should be able to change consensus protocols (e.g. PoW to dPoS)

Turing complete blockchain virtual machine.
- Support Smart contracts in a standard language (such as solidity).

Module based and well documented. (Helping others learn about Blockchain and promoting collaborators).

Decentralized philosophy.

Business and Private users should easily be able to run a private Dilithium network.
- The private network should be easy to setup and manage. (via axioms)
- A Private network should allow heavy customization and flexibility that rivals HyperLedger Fabric.

The Core software should contain methods for every task a crypto-currency user would need.
- This includes multiple wallet management.
- Generate transactions and interface with the network in all need ways.
- Compile and launch smart contracts.
- Optional GUI mode.
- Version update and management.
- (Lite) Block explorer.
- Manual peer registration.
- This includes multiple wallet management.
