Resolving versions of FIDASIM #41

We have two versions of FIDASIM. The version hosted here and Bens version. Both have diverged and we need to reconcile them. Here is a list of Bens changes that may want to incorporate.

  1. Misc. Changes
  2. Specific routine for passive fida (includes special background neutral file that can be loaded in)
  3. CX - Beam thermalization table for halo calculation (faster and more accurate apparently)
  4. Instrumental response function in FIDA weight function calc.
  5. Interpolation

We will definitely do 0,2, and 4 but I am unsure about the rest
