"use the buildCitation template from htm-teibibl.xsl to parse and emit the bibliographic citations in our reference citation section. This gets us uniform whitespace handling and other bibliographic formatting, provided our XML is structured as expected by that code (which it is not entirely so now). Note that this does not in any way fix the underlying data issues mentioned in issue 32, but it does indicate a set of conventions we could follow in getting there.
