Description of PR...

New Admin feature to remove all content for a user and change them to unauthorized.

Changes made

  • Adds 'Ban' button to topic view for Administrators/SuperUsers:

Clicking on 'Ban' asks for confirmation:

Posts for that user are removed and the user is made unauthorized:

@WillStrohl @Timo-Breumelhof updated to allow moderator with "modUser" security.
Also added the "will-proof" switch -- you can't ban yourself -- or another superuser or admin.
