@conradsp @lacabra proposing to close this PR as the submission doesn't seem to come from an authoritative source. For instance

  • The licenseURL supplied is irrelevant
  • Secondly, Habarshi is being nominated as open data and open content but uses FAIR License which is only valid for open source software.
  • Lastly, a quick glance at the website shows Harbashi is a messenger software. It doesnt hold water to nominate the data product as a digital public good considering the privacy nature of the such conversations.

Same for #814, though since there is a contact, I would notify that person of our decision, and give them an opportunity to rect to it.

But rather than closing without merging, I would ask you to move this file to the excluded-nominees/ folder and add a line to the README.md in that folder capturing the decision we have agreed to so that we have a record of it.

@lacabra proceeded to reach out to the contact person to give them an chance to rectify the issues before archiving Habarshi in excluded-nominees folder.

Digital solutions that are no longer active, or do not provide the required documentation needed for review, will be removed from the DPG Registry as per the archiving policy.
