Add nominee: The Fall Army Worm Monitoring and Early Warning System

This nomination is categorized as data and content, but the license provided is only approved for content types. Similar to #621 and #631, FAO originally made a number of submissions categorized as data and content but after an offline conversation with the project owner, the submissions were updated to be categorized only as content, while FAO is having internal discussions about their data licenses.

Having said this, this submission is described as a "free mobile application (...) that allows to record field data" in the description field, which reads like both software and data, not content. Additional clarification is needed to reconcile the type for this nomination.

Current Status: Almost a nominee but need to be re-categorized as open content vs. open data because of the licensing issue referenced here.
Next steps to DPG: Provide the missing info through this form (submit as open content) or by providing the answer to these questions directly in the existing FAMEWS issue on GitHub.
