Adds support for airspy hf+/discovery tuners.

Notes:

  • Only the 912kHz sample rate is supported. Unable to use other rates advertised by the device during development tesing.
  • AGC/LNA/Attenuation controls are exposed but they don't seem to change any behavior on the tuner.

Closes #1455
