DS-1208 adds build time filtering from a build.properties file in the…

… base directory. Developers can maintain their own versions of this file, and keep it out of SCM, and then share the same source tree.

Different environments can also use theis approach, using the same source tree, just with different build.properties files, eg dev/test/uat/prod
