Learned Tooltip

A tooltip will show next to the emc value of an item, a red X if the item has not been learned, or a green check if the item has been learned. Note: This respects ProjectE's client.emcToolTips & client.shiftEmcToolTips options. This also removes ProjectE's typical Transmutable text.
