This is waiting on chicoma-cpu getting added to E3SM first.

Testing

I was able to build MPAS-Ocean on Chicoma with this branch and run the nightly test suite from compass. I am in the process of testing the longer pr test suite and building MALI, and will merge this PR (and release 1.10.0) if those tests are successful.

Update: Chicoma has gone offline for maintenance and I can't afford to wait another day for testing so I'm going to go ahead with this. Further testing may reveal tweaks to be made, but that can happen in a follow-up PR and release.
