Term change request: Both title and definition: "No general methods research" to "General Methods Research"

Per H3Africa Feedback:

Original: This data use limitation indicates that use includes methods development research(e.g., development of software or algorithms) only within the bounds of other use limitations.

Change: This data use category indicates that use is allowed for general methods research.

Reason: The term and definition seemed to contradict each other? If method development research can be done, what does ‘general methods research” include? Redefined to suit new structure.

@mamanambiya it seems that the original definition is stating that methods research is restricted to be within confines of the other codes and thus is not allowed more generally. @jlawsonbroad @mcourtot , please correct me if I'm wrong. Do you need a code that specifically allows for general methods research? Would you like the name of the code to be updated and clarified?

We think everyone on the call agreed that this should be corrected, either the definition should be adjusted to fit the term, or vice versa.
