Some charakters (eg äöü) are displayed wrong.
Goto Enable / Disable Rules and type "Ã" for an exapmle.

I think the charset should be utf-8.

Is this in filenames? Or in the body of rulesets?

I can reproduce on 3.4.5 stable, but this appears to be fixed in the latest master. Perhaps the migration to sqlite fixed it?
