RNA-seq pipelines (long-, small- and rampage) v2.1.1

This release contains no substantive changes to any pipeline inputs/results from release 2.1. It contains changes to support the new model of versioning pipelines and steps in encodeD. It also supports the posting of quality_metric objects to encodeD.

Dependency: ENCODE-DCC/dxencode v1.0

This release includes:

v1.1 of long-rna-seq pipeline - Prior release called itself 2.0 but was really a 1.1 as all results were compatible with v1.0. Production runs have occurred and have been posted.
v1 of rampage pipeline - production runs have occurred but not yet posted.
v2 of small-rna-seq pipeline - prior v1.0 runs have incompatible results - production runs have occurred but have not been posted.
