This was a refactor to handle adding new 64K pages when existing heaps are used up. I still have questions for @bytemaster on Issue, so to complete this I just added some extra memory to _initial_heap and point to it. That will be removed when the questions get answered.
Also, #481 is fixed and at least part of #425 .
