Closes #143, #33

  • Double check that anomaly scoring matches requirements correctly
  • Bladen County/NC9/Absentee issue surfacing correctly
  • "backfills" contests for display by most anomalous score if not enough contests by votes-at-stake-margin are selected
  • removes ugly warnings from Pandas
  • removes some dead code
