turning off simple cache breaks css/javascript (Trac #845)

LAMP install of latest svn
Browser: FF3 Windows

Steps:

• new install (only admin user on first login)
• turned on many of the core plugins
• set default widgets for profile/dashboard (doubt this had any impact)
• turned off simple cache
• went to notifications

Observations:

• friends picker didn't work. I'm attaching an image. According to Firebug, the friendspickr javascript was empty.
• next I did a refresh on the page and the css file was now empty. Attaching image. The friends pickr javascript was also empty and now the initialise elgg script was also empty
• repeated reloads didn't make a difference - had to reenable simple cache

(In [svn:3125]) Closes #844 & #845: Override is now no longer forced on and so will now obey view cache settings.
