User says when running 3.8.99 via the v4 launcher, showing a Windows file dialog takes ~10s. Running 3.8.99 via 3.8 launcher, the file dialog shows right away.

The user has mapped network drives, which they say they need to work, but it's really strange it is not slow with 3.8 launcher.

Problem seemed to resolve itself in time. Likely something like a very slow network and/or Windows deciding to act right.
