First unfinished and unpolished version of Connfetti-IO.

Connfetti-IO is a simple wrapper to read and write files in PHP. It is designed to have a handy library for different type of files
and should easy fit into other projects.
It can read INI, CSV and TXT files and currently write only TXT files.
