You can edit the 'guest' role- give it another name, even give it control panel access. But this can cause really odd things to happen. For example, they can't log out of the control panel. There are a number of spots where id 3 is assumed to be logged out and we probably do need a role for logged out users.

It's not quite a bug, but if they do it, it causes all sorts of weird problems.
