It's not clear what problem you are reporting here? You are apparently just quoting some of FFTW's serialized wisdom output?

FFTW is not installed in my debian, this is strange, hidden file in home directory, coming together with hidden sockets and connetions to external IPs. Is it possible to check what is this output show? Because as i can see it is encrypted

It's just a data cache listing a hash of FFT problems for different solvers; there's no interesting data there. Probably it was saved by some computational or signal-processing software that you installed at some point, and you didn't realize that it used FFTW.
