This is, sadly, duplicate with some pending work I also have…

… and the reason I haven't opened it as PR yet is that we still don't have a proper solution / approach to deal with the "enable" vs. "setting parameters" problem, and allocating the pim interface structure vs. actually having the interface enabled.

I'm not currently considering this for review for the same reason I haven't pushed out my own further MLD CLI work — the general YANG / MLD / PIM interface creation logic should be fixed first. I'd rather not keep piling onto things that are built on a foundation of rickety sand.

@eqvinox : Can you please review this. I think it's better to move ahead right now with this and as you are working on the YANG stuff, once its done, you can push that change. We are working on the topotest changes for pimv6 and it will need these CLIs as well. We have 11581 as well which depends on this PR.
