Add MaxAndSkipObservation wrapper

Description

This PR adds the MaxAndSkipObservation wrapper. This wrapper is equivalent to: https://stable-baselines3.readthedocs.io/en/master/_modules/stable_baselines3/common/atari_wrappers.html#MaxAndSkipEnv
