perf: optimize checking the txs size #264

Description

In ReapMaxBytesMaxGas, the txs included so far in the for loop are repeatedly converted to proto by ComputeProtoSizeForTxs. It looks like O(n^2), so I fix it.

This change is tested by https://github.com/line/ostracon/blob/a6681aa0a21f1fbf4e3a57b975ef7289ad4b8f37/mempool/clist_mempool_test.go#L93
