Self consent fields are not allowed on the self service form

Description

We currently only allow a self consent field to be added to the registration from, but not the self service form. Assuming we want to allow self consents to be added to a self service form, we need to adjust the validation logic.

Affects versions

Since we shipped self service in 1.26.0.

Steps to reproduce

  1. create a new consent
  2. add a field for this consent
  3. add this field to a self service form, validation error occurs.

Expected behavior

Allow this configuration.
