Copying a tenant in the admin UI w/ blocked domain configuration does not keep blocked domain configuration

Description

If you have domains configured as blocked in a tenant, and you use the duplicate button in the admin UI, the copy does not contain the blocked domain configuration.

Affects versions

1.30.0

Steps to reproduce

1. Enable threat detection
2. Enable blocked domains in the tenant
3. Use the duplicate button, notice blocked domains are not shown in the copy during add

Expected behavior

Preserve blocked domains if the license is enabled for threat detection.
