Fix self-service registration issue when both self-service registration and require registration are enabled

Description

When both self-service registration is enabled and require registration is enabled in the OAuth configuration for the application, the user may end up at the registration required page during login instead of being pushed through self-service registration.

This was partially introduced with #1708.
