Adds matlab utilities for EASEv2 grids (index-to-latlon and latlon-to-index).
For grid types that are defined in both files, the EASEv2 constants in the matlab utilities match those in
GEOSgcm_GridComp/GEOSagcm_GridComp/GEOSphysics_GridComp/GEOSsurface_GridComp/Utils/Raster/EASE_conv.F90
For now, add separate matlab routines and leave integration into single-file "module" for later.
There is NO NEED to test this PR.
