Describe the bug
On this HCD Guide page https://digital.gov/guides/hcd/design-concepts/simple-is-hard/ the bg color and bold formatting for “Making decisions“ gets skipped as you scroll down the page.

Steps to reproduce the behavior:

  1. Go to tps://digital.gov/guides/hcd/design-concepts/simple-is-hard/
  2. Scroll down to 'Making Decisions'
  3. See error
