Use the new StopForumSpam Bad IP Lists

Look at updating the ban ip list from StopForumSpam to the new bad IP lists offered by StopForumSpam (https://www.stopforumspam.com/downloads) since the list we use while still updated daily is marked as Legacy.

The new lists also supports IPv6 (which the ban plugin does not at the moment).

The lists also have a timespan option which we can use as a config option.
