Summary

Resolve #14750

Update publish.yml to use environment file instead of deprecated set-output command.

I found the workflow files that use set-output command through the following command:

$ find .github/workflows -name '*.yml' | xargs egrep '\bset-output\b'

AS-IS

run: test -z $(git rev-list --after="1 day" ${{ github.sha }}) && echo "::set-output name=should_run::false"

TO-BE

run: test -z $(git rev-list --after="1 day" ${{ github.sha }}) && echo "should_run=false" >> $GITHUB_OUTPUT
